Il est vrai que les \u00e9lec&shy;trices et \u00e9lecteurs suisses ont \u00e9t\u00e9 appel\u00e9s aux urnes pas moins de trois fois \u00e0 ce sujet dans l\u2019ann\u00e9e. En juin, l\u2019initiative du Centre sur le frein aux co\u00fbts de sant\u00e9 et l\u2019initiative du PS sur l\u2019all\u00e8gement des primes ont \u00e9t\u00e9 rejet\u00e9es. La premi\u00e8re \u00e9tait pro&shy;ba&shy;ble&shy;ment trop superficielle et abstraite, la seconde pr\u00e9&shy;co&shy;ni&shy;sait la redis&shy;tri&shy;bu&shy;tion de sommes tr\u00e8s importantes, et l\u2019une comme l\u2019autre n\u2019ont re\u00e7u qu\u2019un faible soutien du secteur de la sant\u00e9. On le constate donc une fois encore: r\u00e9former notre syst\u00e8me de sant\u00e9 requiert beaucoup de patience, mais aussi un large consensus politique, int\u00e9grant tous les acteurs-cl\u00e9s. C\u2019est d\u2019ailleurs cette recette qui a fonctionn\u00e9 pour la r\u00e9forme du finan&shy;ce&shy;ment uni&shy;forme des prestations ambu&shy;la&shy;toires et stationnaires (EFAS). Ce projet es&shy;sen&shy;tiel, peaufin\u00e9 pendant plus de dix ans par le Parlement, a \u00e9t\u00e9 adopt\u00e9 le 24&nbsp;no&shy;vembre par 53,3&nbsp;% des voix. Parce qu\u2019elle am\u00e9liore sensiblement les conditions pour le d\u00e9veloppement des soins int\u00e9gr\u00e9s, cette r\u00e9&shy;forme a re\u00e7u le soutien en&shy;gag\u00e9 de SWICA. Cependant, m\u00eame apr\u00e8s cette succession de votations, les d\u00e9bats autour de la poli&shy;tique suisse de sant\u00e9 ne retombent pas. Les inter&shy;ven&shy;tions politiques s\u2019en&shy;cha\u00eenent sans r\u00e9pit. Une nouvelle initiative, portant cette fois-ci sur la caisse \u00e9tatique unique, devrait \u00eatre lanc\u00e9e prochainement.<\/p>\n<\/div>\n\t\t\t<\/div>\n\n\t\t<\/div>\n\n\t<\/div>\n\n<\/div>\n\n <div class=\"block block--text-extra  none\" id=\"block_1b67a9de4228afc7f9dfb4d48fcbf714\" data-id=\"\">\n\n\n\t<div class=\"container container--small\">\n\n\t\t<div class=\"flex flexgrid--gutter flex--wrap\">\n\n\t\t\t<div class=\"flex__item two-fifths md-one-whole sm-order-9\">\n\n\t\t\t\t\t\t\t\t\t<div class=\"js-fade js-fade-move\">\n\t\t\t\t\t\t<blockquote><p>\u00abEn cons\u00e9quence de l\u2019intense activit\u00e9 politique, l\u2019environnement r\u00e9glementaire en constante \u00e9volution ne cesse de mettre au d\u00e9fi les assureurs-maladie suisses.\u00bb<\/p><\/blockquote>\n<p>Dr Carlo Conti<br \/>\nPr\u00e9sident du conseil d\u2019administration<\/p>\n\t\t\t\t\t<\/div>\n\t\t\t\t\n\t\t\t\t\n\t\t\t<\/div>\n\n\t\t\t<div class=\"flex__item three-fifths md-one-whole\">\n\t\t\t\t<div class=\"max\"><p>En cons\u00e9quence de cette intense activit\u00e9 politique, l\u2019environnement r\u00e9gle&shy;men&shy;taire en constante \u00e9volution ne cesse de mettre au d\u00e9fi les assureurs-maladie suisses. Prenons l\u2019exemple du nouvel accord de branche \u00abInterm\u00e9diaires\u00bb (ABI&nbsp;3), dont la mise en \u0153uvre nous a co\u00fbt\u00e9 beaucoup de travail au second semestre. Le remaniement de la structure de distribution nous a oblig\u00e9s \u00e0 mettre fin \u00e0 toutes les joint ventures con&shy;cer&shy;n\u00e9es en plein milieu de la saison d\u2019au&shy;tomne. Certes, nous saluons cette cla&shy;ri&shy;fi&shy;ca&shy;tion et entendons d\u2019ailleurs nous engager en faveur de r\u00e8gles contraignantes et trans&shy;pa&shy;rentes dans la distribution. Mais du fait de ces adaptations, et malgr\u00e9 des primes at&shy;trayantes, SWICA n\u2019est parvenue \u00e0 aug&shy;men&shy;ter que l\u00e9g\u00e8rement le nombre de ses assur\u00e9es et assur\u00e9s LAMal, \u00e0 851&nbsp;000&nbsp;per&shy;sonnes. Nos \u00e9quipes de vente directe ont accompli un travail formidable, sans r\u00e9ussir toutefois, en si peu de temps, \u00e0 combler enti\u00e8rement le d\u00e9ficit de conclu&shy;sions. En revanche, nous avons r\u00e9ussi \u00e0 stabiliser comme pr\u00e9vu la r\u00e9serve financi\u00e8re dans l\u2019assurance de base, ce dont nous nous f\u00e9licitons. L\u2019augmentation de primes rela&shy;ti&shy;ve&shy;ment forte que nous avons op\u00e9r\u00e9e \u00e0 l\u2019automne 2023 a finalement \u00e9t\u00e9 bien tol\u00e9&shy;r\u00e9e par le march\u00e9 et a port\u00e9 ses fruits. Car bien qu\u2019impopulaire, cette mesure a permis \u00e0 SWICA de rester num\u00e9ro 1 en Suisse en mati\u00e8re de satisfaction de la client\u00e8le.<\/p>\n<\/div>\n\t\t\t<\/div>\n\n\t\t<\/div>\n\n\t<\/div>\n\n<\/div>\n\n <div class=\"block block--text-extra  none\" id=\"block_f58c2f347545b4da50fcfa36922badc7\" data-id=\"\">\n\n\n\t<div class=\"container container--small\">\n\n\t\t<div class=\"flex flexgrid--gutter flex--wrap\">\n\n\t\t\t<div class=\"flex__item two-fifths md-one-whole sm-order-9\">\n\n\t\t\t\t\n\t\t\t\t\n\t\t\t\t\t<div class=\"stats margin-bottom--small js-fade js-fade-move\">\n\t\t\t\t\t\t<p class=\"stats___number\">851 000<\/p>\n\t\t\t\t\t\t<p><strong>Assur\u00e9es et assur\u00e9s<\/strong><br \/>\nau 31 d\u00e9cembre 2025<\/p>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\n\t\t\t<\/div>\n\n\t\t\t<div class=\"flex__item three-fifths md-one-whole\">\n\t\t\t\t<div class=\"max\"><p>Pour autant, de nombreux d\u00e9fis s\u2019annoncent encore, raison pour laquelle nous avons en 2024 pos\u00e9 des bases importantes pour l\u2019ave&shy;nir de notre organisation de sant\u00e9. Une \u00e9tape d\u00e9cisive a \u00e9t\u00e9 la cr\u00e9ation d\u2019une nou&shy;velle association de branche, mettant fin \u00e0 la rivalit\u00e9 entre sant\u00e9suisse et cura&shy;futura, qui entravait le secteur de l\u2019assurance-maladie depuis de longues ann\u00e9es. En cou&shy;lisses, SWICA a r\u00e9solument \u0153uvr\u00e9 \u00e0 la r\u00e9us&shy;site de ce projet. Nous sommes convain&shy;cus que prio.swiss jouera d\u00e8s cette ann\u00e9e 2025 un r\u00f4le d\u00e9terminant et construc&shy;tif dans la politique de sant\u00e9 suisse. Les assureurs-maladie doivent absolument s\u2019unir s\u2019ils veu&shy;lent conserver et accro\u00eetre la confiance de la popu&shy;la&shy;tion dans un syst\u00e8me de sant\u00e9 au moins en partie ax\u00e9 sur la concur&shy;rence. Les r\u00e9sultats des votations de l\u2019ann\u00e9e 2024 ont montr\u00e9 qu\u2019il \u00e9tait urgent de consolider cette confiance, en particulier en Suisse romande. Et cela ne rel\u00e8ve pas de la seule res&shy;pon&shy;sa&shy;bi&shy;lit\u00e9 de la nouvelle association: c\u2019est aussi la n\u00f4tre en tant qu\u2019organisation de sant\u00e9. La population attend de nous des services modernes et une solide orientation clien&shy;t\u00e8le, mais \u00e9galement une utilisation efficace des ressources financi\u00e8res. C\u2019est pourquoi SWICA a lanc\u00e9 en 2024 un pro&shy;gramme d\u2019efficience qui devrait per&shy;mettre d\u2019abais&shy;ser d\u2019environ 50&nbsp;millions de francs ses frais administratifs. Apr\u00e8s avoir proc\u00e9d\u00e9 \u00e0 une analyse appro&shy;fondie de l\u2019ensemble de nos structures et pro&shy;ces&shy;sus, nous mettons \u00e0 pr\u00e9sent en \u0153uvre de nombreuses mesures destin\u00e9es \u00e0 all\u00e9ger notre fonc&shy;tion&shy;ne&shy;ment et \u00e0 nous pr\u00e9parer aux d\u00e9fis de demain, tout en maintenant la qualit\u00e9 de nos prestations.<\/p>\n<\/div>\n\t\t\t<\/div>\n\n\t\t<\/div>\n\n\t<\/div>\n\n<\/div>\n\n <div class=\"block block--text-extra  none\" id=\"block_aeddf551820922016577f3e2b07fa14b\" data-id=\"\">\n\n\n\t<div class=\"container container--small\">\n\n\t\t<div class=\"flex flexgrid--gutter flex--wrap\">\n\n\t\t\t<div class=\"flex__item two-fifths md-one-whole sm-order-9\">\n\n\t\t\t\t\n\t\t\t\t\n\t\t\t<\/div>\n\n\t\t\t<div class=\"flex__item three-fifths md-one-whole\">\n\t\t\t\t<div class=\"max\"><p>Ce programme d\u2019efficience ne signifie pas pour autant que nous renon\u00e7ons \u00e0 investir dans l\u2019avenir de notre organisation. SWICA entend proposer \u00e0 ses clientes et clients les prestations les plus modernes, et continue \u00e0 cette fin, notamment, \u00e0 d\u00e9velopper son in&shy;fra&shy;struc&shy;ture num\u00e9rique. Cela vaut \u00e9ga&shy;le&shy;ment pour les prestations internes. Ainsi, au cours de l\u2019ann\u00e9e \u00e9coul\u00e9e, SWICA a num\u00e9&shy;ris\u00e9 son syst\u00e8me de courrier interne sur tous ses sites et a proc\u00e9d\u00e9 \u00e0 des in&shy;ves&shy;tis&shy;se&shy;ments dans des programmes de traduction de pointe, assist\u00e9s par l\u2019IA.<\/p>\n<p>Un \u00e9v\u00e9nement tr\u00e8s symbolique de notre mo&shy;der&shy;ni&shy;sa&shy;tion a \u00e9t\u00e9 la mise en ser&shy;vice de nos nouveaux b\u00e2timents \u00e0 Winterthour. Le b\u00e2timent \u00abElefant\u00bb, notre figure de proue du quartier de la Lokstadt, a \u00e9t\u00e9 investi d\u00e8s le printemps 2024 par la direc&shy;tion r\u00e9gionale de Winterthour, plusieurs services-cl\u00e9s de la direc&shy;tion g\u00e9n\u00e9rale et notre prestataire de t\u00e9l\u00e9m\u00e9decine sant\u00e924. Ces locaux agr\u00e9ables offrent des espaces de travail modernes et servent \u00e9galement de centre de formation interne. L\u2019emm\u00e9nagement dans notre nouveau si\u00e8ge, au 37 de la R\u00f6mer&shy;strasse, a eu lieu quant \u00e0 lui en d\u00e9&shy;cembre dernier. Ce b\u00e2timent de verre innovant offre un environnement ouvert et baign\u00e9 de lumi\u00e8re natu&shy;relle, qui favorise le travail collaboratif. C\u2019est aussi le premier b\u00e2timent \u00e0 porter notre nouveau logo SWICA. Car depuis l\u2019\u00e9t\u00e9, nous rafra\u00eechissons pro&shy;gres&shy;si&shy;ve&shy;ment notre image de marque pour renforcer l\u2019expression de nos valeurs. Dans le domaine de la client\u00e8le priv\u00e9e, il faut encore s\u2019attendre dans les ann\u00e9es \u00e0 venir \u00e0 des hausses cons\u00e9quentes des co\u00fbts, qui auront malheureusement pour corollaire des hausses de primes. Et dans les affaires d\u2019entreprises, la pro&shy;gres&shy;sion, notamment, des absences de longue dur\u00e9e li\u00e9es \u00e0 des probl\u00e8mes psy&shy;chiques devrait \u00e9galement faire cro\u00eetre les pres&shy;ta&shy;tions. Au cours de l\u2019ann\u00e9e sous revue, la fr\u00e9quence des sinistres d\u2019assu&shy;rance in&shy;dem&shy;nit\u00e9 journali\u00e8re longue dur\u00e9e a augment\u00e9, en revanche les co\u00fbts moyens par cas ont connu une hausse minime.
